    Meaning 12 to ~38 kilobytes.

    There's an actual plug-in for this function. It pings a certain server and adjusts the upload speed automatically. Also, it's inaccurate to say set the max upload speed at xKB/s since not everyone is using the same connection. The general rule for setting the upload is around 80% of your max upload speed.
