It's a little icon that lives in your status bar or Tools menu. Click it on, and from then until you toggle it off again it will monitor and delete cache, history, cookies, saved forms, and even alert you about any downloads you forgot to delete. You can also specify what you want it to delete.
It's great because it lets you take advantage of the AwesomeBar and Firefox's history library while still being discreet...

And of course be able to close a hung tab without closing Firefox as a whole. This is a drum I've been beating since FF3 went into beta, I kind of expected it this time around, maybe FF4.

Problem is, it basically ends up denying all cookies, because of how it works. So some stuff doesn't work while you're browsing privately with it. It's like saying Toyota (and every other car manufacturer) stole air bags from Mercedes (or whoever came up with it first), or Ford stole anti-lock brakes from whoever. It really doesn't make sense when you think about it.

In the FOSS world, every detail of the development process is usually seen. People know what's coming down the line today instead of just three days before launch. Where in the proprietary world, the same time frame of new version development may be happening, but only the privileged know about upcoming versions, and careful beta tester selections with NDAs are not uncommon. Therefore, most people (most people run Windows) might think it's strange and unusual for Mozilla to be doing such a thing.
