I admit that after skimming them, it doesn't look like a direct violation, Google also seems to reserve the right to step in at any point. I'd wager that using most of your space for your own personal storage would qualify as abuse. Of course, I can't speak for them....

If want to store files, simply compose an email, attach your file, and save it as a draft. Your file is then accessible from any computer with a browser that can logon to gmail. I've read about several extensions/programs that turn GMail into a veritable online storage space, but they've always carried the disclaimer that it may violate Google's terms of use (aka: "Don't blame us if your account gets deleted")
