It will probably never be as good as Photoshop for professionals but it is a great free alternative for those that just want something with more power than MS Paint.

Paint.NET is much better than the GIMP.
For one thing, its User Interface (UI) is actually user-friendly and easy to use.
UI is the number one thing people complain about when talking about the GIMP... yes, it does work well to do the same job PhotoShop does but damn its ugly as sin and very confusing to use.
As for including it in a future version of Windows... that would be great and feasible as it is an Open Source application, is developed in Microsoft .NET (C# Programming Language) and has contributors from Microsoft (i.e. Microsoft programmers actually work on / contribute code to this project).
mason092 mentions that MS Paint in Windows 7 is very improved.
While I can agree, they made it look prettier by using the Office 2007 ribbon bar, it is still the same old MS Paint with exactly the same outdated features that are only adequate enough for highlighting areas (circling them, etc) from Screenshots and nothing else.
While Microsoft did release a whole new Calculator App for Windows 7, MS Paint is just the same old tired sample app they release eons ago with zero new features and no enhanced features other than the Toolbar.
As dashalpha mentions, if you want a decent Photo Editing application and PhotoShop is not only way out of your price range but also way too difficult for the "basic photo editing" type, Paint.NET will definitely fit for your needs.
I am extremely versed in PhotoShop and have used it when my job required it but at jobs like the one I'm at now where I'm not doing graphic work all the time I find Paint.NET pretty much does the job every time. - MyMainMan, on 02/14/2009, -3/+12Gimp will never replace Photoshop for the professional, but for 95% of us it is more than enough! The things most people use photoshop for, can be done just as easy in GIMP! The problem isn't the applications. The problem is that most users don't bother to learn to master them fully!

GIMP will not in the foreseeable future be able to replace Adobe Photoshop. It is lacking many features, and many of the features that it does have are just a bit too clunky to use on a daily basis without getting frustrated.
That said, it is still an excellent alternative for people who just want to edit a photo a week or something like that.

Photoshop is getting some serious automagical releases in the last few releases that makes complex manual tasks in older versions and alternative packages like the gimp almost automatic. I'd say the main advantage of GIMP and other alternatives is the price of free for photo editing. But for anything else, Photoshop is king. Heck, I can even now load Matlab filters into CS4, thats pretty crazy stuff.

- Squeeself, on 02/14/2009, -2/+7There's two problems here. First, GIMP isn't like the industry de facto standard Photoshop. This would be forgivable if it provided a better interface than Photoshop....but it doesn't. In fact it is worse. Professionals just aren't gonna use GIMP when they know Photoshop so well, because they have to relearn everything (and there's nothing GIMP provides that Photoshop doesn't, except a better price tag).
So, given the first problem, maybe GIMP is aimed at a different audience than Photoshop. That would make sense. Make it easier to use for your average computer user. But it's not. Just like Photoshop is too complex for your average computer user, so too is GIMP. So, we've got a program aimed at advanced users that is too hard to switch from what these advanced users have already been using. Great job GIMP....
Until the GIMP devs realize this catch 22 they've placed on themselves, GIMP will only ever be the poor-man's Photoshop, not a first-class application. (Having less features than Photoshop is NOT an issue. as an avid user of both, I can say that I love GIMP, and I use it at home, but I wouldn't get anything done if I didn't own a copy of photoshop. The first and most obvious barrier being that it can't properly open psd files.
