Folks this is why I've said it over and over again: If it isn't open source, you are taking your chances. Often "free" software is NOT free. If people REALLY want to make the software free, they'll open the source. If not, they probably are "giving" you something else that serves their interests and not yours. The 2 most valuable things in the computer age are your information (spyware) and YOU (make your computer an unwitting zombie to attack or extract information). Nuff said. If you want REAL free sofwtare suggest www.sourceforge.net (Compiling may or may not be needed depending on how much developer wants to help MS users with no compile tools.)

I see programs like Skype listed, but Free and Open Source software (FOSS) does not align with the definition of, let us say, freeware or cross-platform. Skype, for example, is proprietary software. Let's not dilute or corrupt terminology that's there for a reason. Perhaps that justifies 'libre', as in FLOSS.

While I think the poster probably meant it the way you read it, usually when you see "Free and Open Source" it means Free as in freedom (see the Free Software Foundation). The term "free software" goes back to describe free-as-in-freedom not in beer software for many years. "Open Source" was then adopted to clear up the obvious confusion between "free" software and software for no money. But open source doesn't necessarily mean "free" because open source software can certainly be proprietary.
All that to say, the title is confusing and misleading - but I can't really blame the OP.

At least not the last time I tried 8 months ago.

You could try SumatraPDF, a very small open-source PDF reader:

It doesn't have many features so may not suit your intriguing documentation system, but I love its simplicity.
