And a few things in this article put it at "amateur" level.
1. Cleaning off old unused apps on your machine... affects nothing. Your computer suddenly won't run faster because you uninstall 5 games you never play.
2. Never EVER compress your files. What kind of dumbass would put this into "essential steps" and expect to be taken seriously?
3. Multiple pages. Sorry, SEO manipulation articles get buried. You could easily put all 21 steps on a single page.
4. Enabling shadow copy negates the step on removing old unused apps and freeing up space, because this feature takes a lot of free space to even use.
5. "Decrap your drive" - No, just reformat it and put XP back on.
6. Overclocking GPU? First off, if you mentioned "compress your files" and some idiot believes you, you shouldn't be encouraging them to overclock their GPU.

2. Not too much of an argument from me there. For many, windows file compression does nothing but incrementally decrease performance. That being said, for those that are unable or unwilling to add storage space, using file compression on files not accessed in a sufficient amount of time (say, six months like the article says) would have little negative impact on performance but potentially free up large amounts of disk space.

4. While enabling shadow copy does use disk space, it doesn't negate previous suggestions, as shadowing is a positive use of disk space while unused applications are just wasting the space. Additionally, I didn't see anywhere in the article that a person should use every single suggestion in the list.
5. Reformatting may not be feasible for everyone. Besides, if reformatting were the answer, the list would be one step long: Step 1: Reformat. The End.
6. Again, not every suggestion on the list is for everyone.
7. At what point did linking articles that are related in some way to topics contained in the current article become an advert? Journals do it, newspapers have done it and books do it. 1. Removing old unnecessary apps can most certainly, depending on the app, have a huge impact on performance. When I do a favor for a friend and tune their machine, the first thing I look for are unnecessary apps. They can turn on services and background processes that can drag your machine to the ground.
2. The article never says to compress your entire hard drive, only the old unused files. I have been doing this for years and it has been useful in both improving hard drive performance and saving space. Some files do not like to be compressed (like a Truecrypt disk volume) and you can click a box on the file properties to prevent it from ever being compressed if you desire. Do not turn on compression for your entire hard drive though. This is a different setting that definitely is not worth it, but it is NOT what the article recommended.

4. Shadow copying can be very useful for some. If you think it would be useful for you, turn it on. Unless you are working with huge documents, the disk space overhead is minimal.
5. It is so easy to defrag and can provide significant return. What is the big deal? Do it, and do it regularly and it will not take long. Reinstalling XP? Yeah, what a great idea (sarcasm). It may only take me two weeks to get all my apps reinstalled and working properly again. Reinstalling the OS is the nuclear option, not a routine maintenance task like defraging. I bet you didn't eat your vegetables either.
6. What is your beef with compressing old files? There really is not much downside at all. Are you mistaking this with the option to compress your entire hard drive which the article did not recommend?

While you brush all the dust off of the coil, run your vacuum cleaner as close to the area you're brushing as possible.
