I know the rules like the back of my hand as I should I am a referee, I've studied and managed games at high levels and I've spoken to and been lectured by officials you've seen on TV.
Aside from that, stopping a game from a outside force such as a additional ball on the field has to be made in the opinion of the Center Referee. Stopping a game is a HUGE deal it is time consumption and more importantly slows down any momentum a team may have. you may have heard of the 12th and 13th player on the field speed and time. In the case of this scenario it caused a keeper to dive one way while the ball goes the other, game should of been stopped with a restart of a drop ball. The keeper should expect the official to ensure fairplay. The referee is sitting on his couch right now feeling like *****.

Sunderland is not even a good team, if Liverpool wants to claim any sort of clout they should have easily beaten them. Sadly, they weren't able to even tie, and its not like they didn't have time, this happened very early on in the game. Not to mention Liverpool are lucky they didn't concede more goals (even Benítez said they stunk up that game).
Also I would like to point out that traveling at that velocity and as heavy as the football is, a light beach-ball couldn't have done anything. If you watch closely the real deflection is from a shin.

Try having another look, this time with your eyes open or while wearing your glasses. The defender, if he had made contact, would have deflected the ball in the opposite direction to the one it actually took. If the defender had caused the deflection, from the ball's trajectory to the goalkeeper's right (as the goalie sees it) to end up going to the goalies left, then what made the beach ball move? To strike the beach ball it had to have first passed the defender and be traveling to the goalkeeper's right. If the defender had deflected the football it would not have struck the beach ball.
Modern footballs are actually quite light; this is a major complaint every time the World Cup comes round and a new ball is introduced - lighter than the previous ball - and it is now extremely difficult to hit the ball with power and not have it "balloon" into the air.
