Even some police officers are ignorant of the law and confront people for taking pictures in public places. People using professional equipment tend to draw the most attention.

Many beaches in the NY/NJ area traditionally EVEN have those power-binocular things --where you insert a coin, on the boardwalk, and then can ogle anyone on the beach.
(Uh Oh...the supposed anti-pedophile regulations might conflict with the generally acepted practice, or 'right', even, of ogling women...traditional in our sick-ass culture.)

No. I believe the legal term is "reasonable expectation of privacy".

An outdoor skating rink that is easily visible from public property has no comparable right to enforce the same policy.

The rink can tell me that I can't take photos, but if I'm standing on public property, shooting people that have no reasonable expectation of privacy (even if they are located on private property), I have every right to do so.
What would happen next? The police will come? What grounds will they arrest me on? What if I showed them the photos and they were only of adults? Still arrested?

Not exactly the same thing, but it has the panty, pubic space, photography trifecta, and it was an interesting conflict to the "no reasonable expection to privacy" in a public space ruling, most likely because this was a matter of journalistic integrity.
