Likely trying to find ways to not get caught.
If no one can prove a gov't is using electronic attack tactics, then it's unlikely to be revealed you are contravening any agreed upon guidelines.
Does the Geneva Convention even have guidelines for "cyber-attacks"?
Here's a related/unrelated question: Has there been any news on those 5 or so undersea cables that got cut back in February?
