127.0.0.1 is the reserved loopback address. It is normally used at the application layer to ping your NIC. Also the 192.168.x.x is a Class C address used by small network routers. This means that you have one public IP address associated with the router and the 192.168.x.x is a sub-network of addresses used by your router. These IP addresses can be reused throughout the internet (called NAT). Because this is where all the lame-ass DSL broadband ISPs in the states have a good bit of their space and they don't filter port 25 so stupid users' zombied PCs end up spamming the world, and you can't RBL the whole lot because there's always some dweeb running a rogue mail server off his home network willing to whine and complain because he has to do business with one of your clients.
Other than that, I RBL these IP ranges:
59.*-61.* - CHINA and KOREA - nuff said... no sense letting any of these Class As communicate with the rest of the net because they can't control their zombies.
68.* - COMCAST, Charter, Bellsouth and other broadband jerkoffs who spam the net
67.* - PACBELL - another spamming ISP
70.* - Verizon, Shaw CA, Bellsouth and more spamming ISPs
80.* - 85.* - Foreign broadband IP space that is unregulated by their lame ISPs
