Sites with malware usually won't have forums for obvious reasons.

When you willingly download a file, it can be infested with malware, however, if you find a forum associated with that file, it is peer reviewed.

You're wrong, forum web sites are MORE likely to be carrying malware payloads.
Many Windows PC infections come from compromised forum web sites via SQL injection exploits.
