Every agency has their own IT departments and just about all 20+ intelligence branches have cybersecurity teams like this DHS one. The White House's email isn't monitored by the DHS. Sure, the DHS would help investigate a cyber attack, but it wouldn't take pre-emptive measures to secure the WH systems. That's what the WH IT staff is for.

He is talking in regards to the email system, one of many critical systems he managed. General Dynamics (for whom I've worked in the past designing systems for Naval warfare command; just to give some idea that I am familiar with this topic), Booz Allen Hamilton, Bearing Point, Mitre, CACI, and so on do A LOT of IT work for the federal government from the White House to Congress to the Supreme Court. It's not like the administration did anything out of the ordinary by bringing in a company to assist in the operations and maintenance.
Maybe I just don't understand your point of "Maybe they shouldn't have replaced the IT staff with cronies". They wouldn't have had to replace him if he didn't leave. Yes, he pointed out obvious things and, yes, the Administration should have been more open to accepting some of his ideas, but that's how government IT works. It's very political and bureaucratic. I'm not saying that this makes it okay, but it certainly makes it expected and these situations aren't unique to this particular Administration or White House.
Government IT is a tricky thing, but calling BAH or some contractor a "crony" is just naive. In the past 10 years, government procurement has become VERY heavily scrutinized internally by Congress, GAO, IGs, etc. and externally by the Washington Post, NY Times, and so on. Contract awarding is pretty fair and there are many Congressional and GAO hoops to jump through when giving out a contract.
Just my $0.02. Feel free to disagree, but if you do, can you please comment more on how contracting out the work makes any difference to this? How would life have been better if the work remained in-house? - overtoke, on 11/08/2008, -1/+2inside job. they are deleting more emails.
