Don't they know that Angelina Jolie, Morgan Freeman et al. demonstrated this type of technology already in the movie Wanted? The movie is so advanced they can make a bullet go around a room and kill 7 people before it stops. oops, (spoiler alert!)
The next generation of technology the DoD should look at is to incorporate the use of DNA with bullets, where the bullet is laced with the target's DNA and the bullet can only kill that specific person. Neither of which would require anything more than some clever engineering and minor manufacturing modifications.
Not to mention the fact that your precious little iPhone costs $170 to make, which not only contains technologies that would be used in a guided projectile (GPS, for one), but also a significant amount of materials and technology that wouldn't be.

If two groups of soldiers are situation in a place and shooting at each other, how many of those bullets do you think will hit a wall, the ground, or something other than the target? Furthermore, in military conflicts, time is essential, so being able to kill your opponent as quickly as possible is an enormous advantage.
It is far, far more strategic to be able to kill your target using a few guided bullets than to have a drawn out fight with hundreds of regular bullets. - inactive, on 11/28/2008, -0/+3Gun control means being able to hit your target.

Umm... no, the earth will rotate underneath the bullet, so even then it couldn't return to its point of origin.
