The media has been tempering the US on this for 4 years now and it clearly applies to DIgg too. The law is very vague. It needs to b fixed,but if someone hacks a hospital or military installation resulting in deaths then the Death penalty versus 20 years does not seem over the top.

You need to understand the ground realities in Pakistan. This law was not made for nerdy hackers or other such assorted cyber petty criminals, this is about hardcore TERRORISTS. the kind that kill people.
You see, internet is a wonderful medium of communication, it helps terrorists and saints alike. so, people who want to bomb a certain place (e.g Marriot in Islamabad) and want to be in perfect coordination with their other friends, the perfectly anonymous way for them is via internet. Phone calls, lines and locations are easily traceable.
Such activities, whose eventual aim is killing large numbers of people by acts of bombings and terrorism, only they are targeted under this law. So, only real TERRORISTS who use internet to kill REAL people will come under this law. - str3ama, on 11/08/2008, -5/+7I see this as an International problem. The punishment for cyber crimes is generally too strict, I mean 10 years of jail time for e-mail spam to me is a bit much. In Thailand I believe that a few people were already given capital punishment for this. In this case it clearly states that capital punishment will only be sanctioned if the cyber attack results in death - which would be no stranger then laws that are existent in some states like Texas - where a murderer could be killed as punishment
I think the definition of cyber terror, which we know to be hacking or cyber crimes, that they are using is one involving terrorism or planning of terrorist activities. So if you're involved in the planning of a terrorist attack that gets carried out and people are killed, you will be held accountable and can face the death penalty. This is no different then most countries, in fact even the US is vying for the death of Obama Bin Laden. The only weird part is the stipulation of what constitutes a cyber crime which could in theory be abused and used to encompass a whole lot of other activities, such as (d) stealing could be extended toward piracy - and further dragged out to say it robs or 'kills' the developers of their livelihood.
