You can easily ban a specific URL or IP address but the uncoordinated actions of the masses can not possibly be tracked because it's not a specific organization but a collection of a lot of people. While it would be possibly to suppress this (see: North Korea); the costs of doing so grow with the amount of suppression and at a certain point it becomes a larger expenditure of resources to deal with it then to simply let it work itself out.

She not only 'spilled' the coffee, she APPLIED the coffee. That act of stupidity made it all her fault. McDonalds never advertised their coffee as tepid, they advertised it as hot.
