The article doesn't mention any tools or techniques for a user to check if their Windows PC is already compromised. Running Windows doesn't mean your PC is automatically infected. A rather useless, scaremongering article IMHO.

My sister uses Windows because she bought her own and her boyfriend provides virus/spyware removal (he does it for a living). My girlfriend and her father use Linux because their laptops do a ***** job of running XP.
