# 1 - The Internet was designed from the start to withstand large scale attacks. There is no "Central Internet Location" for terrorists to attack. Bored 17 year old whizkids from suburban America are far more of a threat than Muslim terrorists.
# 2 - The United States does not "OWN" the Internet. It may have started here, it may be most proliferate here, but without bringing on the world community, there won't be any large scale changes to the Internet.

Our politicians are clueless. This will single handily cripple the U.S. economy if it is not already brought down by our current failed credit based system. We are a services based economy based on information exchange. We are long past being manufacturing based because of our credit system having off-shored most jobs.
If information exchange is not free and open then the opportunities brought by it will go somewhere else. We may have help create the internet. The politicians no longer own it. Anyone left in this country will further be melded into corporatism as companies will be able to have an even greater lock on how information is handled and processed (regulated) Politicians are in the pockets of lobbiest, Democrats and Republicans. All of them will bend the law to suite the big contributors. Even better, since companies will control the information and everything we do is now usually filtered/funneled through an internet connected device this will basically allow them to tell you what to think by limiting the information available to you.
People who cheer for more regulation to help protect the little guy have been leading us down this road to fascism. Handing your freedoms and liberties to politicians for 'protection and planning' (liberalism) has allowed for the the centralization of power. Politicians have far more power over your destiny than they are allowed to have, most of it outside the constitution.
This is way past having big brother in your home. This will allow the government to prosecute things previously considered 'thought crimes' perhaps even enforced morality. Who is going to decide those morals for you to live by?

For those of you that are still sleeping, this is much larger than the USA. As crazy as this is about to sound, this is related to central banking, etc. If you think the USA is the leader on this, you are not seeing the "man behind the curtain".
With that said, one more thing. The person behind the steering wheel is not necessarily the one who decides where the car goes. In this case the USA is the chauffeur.
Now, as for the comment about the internet no being located in the USA... First, there are less than a dozen main hubs that ALL internet traffic goes through. You would only really need to control those points. Second, you only need to coerce or convince the nations where those hubs reside. Considering the idea that most nations leaders don't really like free speech, it shouldn't be a hard sell. As for convincing the population, that's simple. Either wrap it in the guise of stopping child pornography or piracy OR... promising protection from terrorists. Fear is a very strong motivator... just ask the mafia. It's not limited to that, those just happen to be the most used ploys. Corruption and blackmail are sure to be employed as well.
My basic advice for anyone who doesn't believe that it is possible... Don't be so arrogant as to think that if you can't figure out a way that someone else hasn't and don't be so naive as to think that there aren't people who are interested in controlling the whole world. Funding coups against democratically elected governments in sovereign countries.
Providing weapons to anybody who has money, as long as it furthers american interests.
