Plus, what does it do about laws that differ in other countries? For instance Russia would likely be #1 if it had the same strict laws as the US about cyber crime.

    In this case, there was tons of redundancy of liabilities that amplified the unreliable computing. Yet, the company had passed the credit card industry audits.

    Problem is those audits were created by the credit card industry for themselves, not by an objective third party - and, they don't work.
