What you're actually seeing is a police force completely unable (as in skills, equipment and policy) and uncaring (since the victims complaining are not domestic users) with regards to the problem. Add to that the fact that so few in the country who are skilled in these areas are able to earn a decent living from the IT industry wages over there and it's not surprising.
I'd rather praise sites like eBay (and/or Google? A good 3/4 of them come from Chinese IP addresses. So one of two things is happening:
1) There a lot of Chinese hackers.

If china was to stop exporting goods we wouldn't have adequate labor force to cope with demand, even if we significantly changed our buying habits. Not only that but it helps the economy and brings more people above the poverty line. The only problem I have with importing goods from nations like china is that sometimes their labor practices can be unethical. But for the most(ok some) part cheaper cost of labor equates to better working conditions.
