If the mysql password was known, hackers would insert links into the db. If the config-file was writable, they would mess with it. If files were writable, the links would be inserted into a new div. And the last one (which killed my site): If you run php4, some files will need to have www as owner = bad.

They are giving credit to Gore for what he did in terms of creating interest and supporting (ie getting funding authorized) for the work they did. Your argument is similar to saying that Eisenhower deserves no credit for the interstate highway system, even though he wasn't involved in designing or building any of the roads. We host hundreds of Joomla installations on both php4 and php5 servers and none of them need the file ownership set to www. perandre may have a cheap host who doesn't have the server power to run PHP as CGI (phpsuexec).
