The implication being a bird is meant to fly and a human isn't.
In lieu of the way your statement says humans are meant to sound human while computers can't because they are not human.

Interfacing is always a big hurdle for AI, but it has more to do with the programmer's skill to create good interfaces.
I think you will see this in your lifetime, assuming the economy isn't obliterated.
I'm intrigued by the concept of quantum evolution computers which don't have the 'mass production' problem associated with qubits. The underlying tones you speak of are called harmonics, and they are reasonably modeled even in the more primitive speech synthesizers. When it comes to making computer speech sound more human, natural (and varied) co-articulartion and prosody are the largest inadequacies.

They need to be programmed to understand what they are reading in context so the pitch, speed and other speech factors can be altered to reflect the meaning of the words.

I can't remember what it's called, but one of the GPU Gems 3 articles mentions it as one of the problems with attempting to render human faces with as much realism as possible.
