That being the case, why would you assume the author has any control of the technology on which the article is presented? Unless by "web developer" you mean someone who cranks out circa-1998 looking flat HTML pages for small businesses who don't know any better than to be impressed.
Not trying to be snotty, but come on. I'm a professional web developer and even I have little say in the systems that are chosen for me to work with. It's hardly an issue the author can dictate. I use both Firefox and IE. Since I am actually a web developer rather than a browser fanboy, I have another rule of trying to develop HTML that is compatible with the majority of the users on this planet.

Obviously most of us use firefox when surfing the web in general for various reasons, but we are forced to use IE as web developers to ensure the majority of our users are seeing the content correctly...besides, the new IE 7 looks more then adequate these days when compared to firefox and still to this day contains more powerful scripting options that firefox just doesn't support (such as the DHTML execCommand Method, which is espcially useful when discussing custom CMS projects)
