I take it you are not a regular python programmer. The Python Package Index aka. Cheese Shop (http://cheeseshop.python.org/pypi) has long ago superseded Vaults of Parnassus. With Easy Install (http://peak.telecommunity.com/DevCenter/EasyInstall) you can download, compile and install any package in the Cheese Shop with a simple one-line statement. Can't say I'm knowledgeable about Ruby and Ruby Gems, but from what I understand it is very similar to Easy Install. Since Guido didn't get to work on his pet project Python 3000 (a.k.a Python 3.0) in his last job. Now he can get at least 20% of his time, and give us some much needed/requested improvements for the language (*ahem,* code blocks in 2.5). More from the original source: the python mailing list.

Ruby syntax is somewhat confusing and feels different-for-difference's sake and slightly Perlesque with it's love for character prefixes. Python, on the other hand, doesn't have the ideological purity of Ruby and is something of a mishmash of linquistic features plastered together.

Ruby programs are not difficult to install:
sudo gem install rails --include-dependencies
done.. that's of course after installing ruby gems. which isn't difficult.
You seem to confuse this with configuring Apache and FastCGI. Python is a great language and Ruby is a great language, but Ruby needs a lot of work in the documentation department. Also, there are some good IDEs (using the term loosely) for Python that do command completion and things like that. This helps new users of the language figure it out quicker.
To my knowledge, Ruby lacks these kinds of tool (mainly because of the way the language itself works) and the only really good documentation is from the pragmatic programmer guys (and maybe the Ruby on Rails site).
Also, some of the Ruby programs (like Ruby on Rails) are feats in and of themselves just to install, let alone use (think rails on Apache using FastCGI for instance).
In my opinion, Ruby has a lot of potential, but it needs a lot of work and polish before it is ready for prime time.
If Ruby had a web resource like PHP's online library documentation and developer tools even to the small level of the wxPython utility PyShell, then I'd agree with your sentiment 100%.
