This type of "Big Brother" mentality is much closer in spirit to fascism where the party exists above all, or run-of-the-mill totalitarianism, which can spring from almost any political system. As for this poster, yes I think it is a particularly badly judged piece of design, which goes out of its way to echo wartime imagery. Someone deserves a slap.
But do I have a problem with CCTV coverage on busses? No, not at all. I use the busses and tubes every day and find them an excellent way to travel.
