Its definitely a reversal, but its one for the better and I hope this policy becomes a permanent fixture for both his administration and the ones to follow.

The Bush administration just lost their similar suit, this was simply a way to make it go away without losing face. If it really was a change they wouldn't have had to sue in the first place.
