After the revolutionary war the blacks were free but they didn't have anything. They didn't have homes, didn't own land, they didn't even really own the clothes on their back. A lot of people wanted to ship them back to Africa and that coincided with the completely arbitray division of Africa and the creation of states like Nigeria (which comes from the word "*****", I kid you not). LIberia was also created to that effect.
But sending these people back to a place they had never seen didn't really work out. They actually sent a bunch of them back. But black leaders eventually argued that it didn't make any damn sense. The government agreed. Then you got the 2 acres and a mule debacle.
So, the illegal immigrant situation is kind of like that. You have a large community of people who can't own homes, can't get a legal job, etc. But illegal immigrants are now part of the economy. They are wanted and unwanted at the same time and the country is divided when it comes to what they should do with them. So I can kind of understand that analogy. I don't think that particular comment was racist.
The outpopulated by blacks comment, however, is very racist. Espescially when Arkansas is only 15% black and 77% non hispanic white. You can't get much more racist than saying there's too many black people. Because the "solution" usually involves very nasty things.

Why should color matter in population? Color is here, and something that can't be ignored, but to say "Blacks are outpopulating us" is like saying "There are too many Jews in this state". While there may have been some slave owners that released their slaves, or some who said, "fight for us and earn your freedom", freeing of slaves was not wholesale U.S. Government policy until long (about 80 years) after the Revolutionary War. Slaves were not officially "freed" until the Emancipation Proclamation. I say "freed" in quotes b/c there was no real effort to inform these slaves of their new status. Frankly speaking, since the decree was issued by the President of United States, it had zero effect for those slaves living in the Confederate States of America. They weren't "freed" until Union soldiers visited Southern plantations. Even then it was more like, "You ***** can go now." (See also "Juneteenth.")
Yes, there were some who wanted to send Africans back to Africa, but there were also many would wanted to go. (See Marcus Garvey. Note: Garvey was not an American slave.) Liberia was, in name, founded by African slaves, however there were already indigenous people and the British there at the time. Liberia wasn't founded until 40 years or so after the American Revolution.
The arbitrary division of Africa occured in the late 1800s and had less to do with the creation of states and everything to do with the plundering of natural resources. Nigeria and the vast majority of African countries did not gain their independence until several years after World War II. Nigeria was not founded an an independent state until 1960.
"Nigeria", does not come from the word "*****." Nigeria was named after the Niger River. All three have their roots in the Latin word "niger" which means "black." The negative connotations associated with "*****" came much later. Besides, I'm pretty sure people didn't sit down and say, "Let's establish a new state and pay homage to '*****'."
Not "2 acres and a mule", but 40 acres and a mule. "40 acres and a mule" was not a result of being unable to return to Africa or some settlement between Black leaders and the U.S. Government. This was originally part of General Sherman's orders issued at the end of the Civil War. This, was also, not a comprehensive thing either. Those that DID receive their 40 acres and a mule (taken from white land owners) had them promptly taken away from them by the next President, Andrew Johnson.
With all that said, the "illegal immigrant solution" is nothing like anything mentioned above. The sentiment this guy was trying to convey was not simply "the black population is increasing" or "the non-black population is decreasing", by choosing words like "outpopulating", he very clearly injects his opinion into the statement. While a statement like "the black population is increasing" may very well be truthful, his opinion on the matter is NOT the truth.
