It plays (to me) like WaPo planned to use the enticement carrot, then try to get people from the admin to join in.

It's as if they don't really see this as a big deal, except it got publicity.
The article clearly says they plan to figure out a different way to go about the same thing as a revenue stream.
I give up. I haven't thought much of the media for years, but realizing that the only thing they see wrong with this is that it wasn't quite figured out "good enough" says it all.

At the moment, there's high profile battles with the Obama administration against large special interests (Health Care, Cap and Trade, letting the FDA regulate tobacco, etc...).
