The simple fact is that a person looks extremely different when smiling and it becomes that much more difficult to properly ID.
Let's face it: When someone needs to see your ID, the situation is usually so bad that smiling isn't something you want to do.

If you can get past that technology simply by smiling then that's a failure on the part of the technology. Why not force someone to come up with a better system that doesn't have this major flaw? You can make it a law, and everyone can think it's not a bid deal, but at the end of the day the technology isn't up to par and we should not be relying on this technology.

Smiling goes a long way into the subconscious, identifying a person as a friend and not an enemy. There's a cheap theater my wife and I go to that requires ID because they server alcohol and you have to be 21 to get in, for example. I am usually smiling when I go in because I am hoping the movie is going to be good (it might be different when I come out of the theater, though. LOL) And that's just one place that requires photo ID where it isn't a bad situation.

In Tampa Florida they tried it, spent tons of money, but they had the issue of false positives and ended up mothballing the whole thing. 10 years is a bit long, but if they continue the sub par projects that's easy to see it taking that long for someone to develop a better system.
