this is taken completely out of context. He said, who should make the decision congress or the commanders of the military, and then he said, as you know I'm the commander guy (he may actually have said "I'm *a* commander guy" which would be even further evidence) . As in, he's a guy who thinks the commanders should make the decision, in contrast to a congress guy, one who would think congress should make the decision.

I think people who vote straight republican don't necessarily like bush, but they are pro-life, anti-gay marriage and they just think republicans = "better family values". He said there are two choices (about a strategy in Iraq): Let the congress decide or let the commanders decide.
