All legal precedence and expert opinion clearly show torture to be illegal and ineffective, and Cheney knew this. His opinion and that of the President differed from nearly all experts, and that is all that mattered to them. It will never happen, but they should both be in prison.

He claims to have knowledge of documents that show how well torture produces results and announces he is officially requesting the documents be released. He does this to give himself and his cronies some credibility making the current administration look like something is being kept under wraps. Its just that simple. Then, when and if the documents are released, they will likely show some obscure inconsequential evidence that thy did indeed get SOME information from torturing xyz person; proving nothing because no one is denying good information comes out of torture once every blue moon. So Cheney will then exaggerate the findings claiming they clearly vindicate everything he has been saying. The GOP will rally behind him and call it a victory, the reasonable individuals will see through it and laugh about everyone falling for Bush era tactics prevailing even still, and at the end of the day the Obama administration has the burden of responsibility to see to it these guys pay for their crimes or pardon them and take a credibility hit from me. All of this is a song and a dance. Its a time consumer. Its a big show to watch so that at the end of the day the same exact decision has to be made regardless of whether that show ever existed.
