Section 8 is the most amazing and probably the most expensive. On the third page, it states:

Apparently it's just a draft, and the staffer I spoke with conceded that it is a very large transfer of unchecked power. He laughed out loud when I said I didn't trust the Bush administration with that much power. He wouldn't say what Dodd's position was on the bill as written, however; only that it's very fluid. It's worth making these calls, folks.[end]
