People are frightened of the scale of nuclear weapons. He used that in his own argument. If someone were to "let the genie out", then wouldn't you curse the foolishness of those responsible and fight fire with fire? Others would likely see it as pre-emptive to nuke America, in this respect. Nuke the nuker. Curb their enthusiasm.
