This will work at the local level, but as long as there unverifiable closed source voting machines (using MSAccess tables to boot!); and as long as there is no transparency, the elections will always be able to be rigged to a degree.
We are dealing with criminals here. The Bush administration is chock full of them, and before anyone starts with their "you're a liberal, democrats suck" rants, let me just say that the democratic party is just barely better than the GOP now - they are botuh big business, corrupt racketeering machines - so I don't think that they are the true answer.
