Technically it's not illegal. The US doesn't have a constitutionally-approved national language. Go figure.
He's just equating spanish-speakers (in general) with illegals and non-citizens. i.e. "them" " those that are not like us, and have no right to be here, because they're different."

* In regards to those spanish-speakers that use english: most immigrants I've met prefer to function in their native language for the sake of practice--that means news, tv, books, friends etc. that use that language are sought out to balance out the english use. Doesn't matter how proficient they are in English, they maintain the other languages because it's comforting and brings nice memories.
* For those spanish-speakers that can function without english: The day 60% of working class, poverty-stricken, overworked Americans learn French, is the day i'll find it justifiable to expect the poor and uneducated to learn another language, when they don't LEGALLY have to. Try squeezing irregular verbs and reflexives in between the extended, physically-demanding workday, and the expectant family obligations, oh, and concentrate enough to study without thinking of those unpaid bills lying in the closet, the aching back, and the stress of not having enough hours in the day. etc. O_o yeahh.........
