One could make a case (this time) about separating the behavior of how these individuals responded to this complaint IF they were acting as an individual LEO, separately. However, the term 'individuals' is plural, and so was this complaint action by the CHP. Therefore, your claim falls flat on its face because they acted in unison, which points to the fact that the CHP is yet another agency with a systemic robot mentality. They operate under the typical US -vs. - THEM mentality and typically and are abusive beyond belief, which is normal SOP for them. Claiming that ‘not all cops are like this” is logical if you want to exclude yourself from these types of clowns, but it also seems redundant given the facts of this case. Your claim makes this a personal issue; which is nothing less than a redirect of the entire premise of the nature of the CHP as a whole. This is, in fact, a clear example of the systemic problems with MOST agencies and there’s no denying that. You as an individual LEO cannot change that system until you have been elected as Sheriff. This is a TOP DOWN problem! Furthermore, no appointments will change this problem because the appointee is beholden to the politician that did the appointment. Moreover, (to paraphrase your premise) you state that “…most (cops) are not like these few idiots, we are on your side…” has no proof or bearing on the reality of this particular incident. Yes, I will grant you the point that you can truthfully say, “I’m personally not like that”, and “I am ashamed of their behavior” and I would buy that. But you go on to include the whole shooting match ‘so to speak’ as your back drop as cops being on your side (civilian friendly) and you ignore the systemic problem of cops throughout recent history. To do that is to insult those who have been abused by the cops (they are MANY) due to their exercise of government power and flies in the face of logic. As I have said many times before, there's only one reason why these legislators or the bureaucrats in the government get away with this nonsense and that's because they have their armed thugs backing them up. Especially in California, it matters not how ridiculous the complaint, the cops are not going to refuse orders to apprehend or try to service a complaint. To do so would mean a political embarrassment to the complainer, and in this case, would probably mean the suspension or loss of one of these thug's jobs.
After all, we can't have a police officer actually refusing to obey an order from a political hack by actually remembering his OATH of OFFICE to perform his job, can we? That would turn the whole rotten system on its head and that officer would be summarily fired. And that is unacceptable to the individual officer (loss of benefits, time in service- promotions, etc,) which makes my argument.

And the threat of courts martial, loss of pay/retirement and prison for disobeying an order that the political hacks deem "lawful" to those whose conscience gets in the way makes my argument. "I was just following orders" has been used before by soldiers as an excuse for their crimes.

I have a lot of Vietnam era combat Vet's that are my close friends that have "made there bones" MANY times over. Most of them are former CAP Marines. We train together.
