Illegals can't get Social Security benefits. Period. What they can do, however, is claim benefits for periods worked here while they were illegal *if* they later become legal.
So let's say Jose comes over here and works illegally for a while. Then he gets a card and becomes legal. That time he spent here illegally working is now claimable.
The totalization agreement *does* allow legal immigrants to claim benefits with only 6 periods of work (instead of the normal 40), however those benefits are pro-rated, so it's not like they'd make the same out of it as somebody who puts in the whole 40 or more. It also expands the benefits to more family members than was previously allowed.

I am a legal U.S. Immigrant from Ukraine. Every time I see these demonstrations by ILLEGALS posing as "True American Immigrants", my stomach churns. I didn't climb over a fence; steal someone's Social Security number; and avoided paying income taxes.
In 1988, my father stood in line for 3 hours, soaking in wet snow, at U.S. Embassy in Moscow to fill out an application for entry as a "Political Refugee." 2 years later, our family was called in for an exhaustive 8-hour interview detailing our background, health, and criminal-record check. The KGB provided the Embassy with false "Government-approved" records attempting to slander our name. The next two years were awful: Our documents were destroyed, property seized, and "friends" & relatives abandoned us.
In September 1991, thanks to a generous loan from U.S. Sponsor, we found ourselves on a Boeing 737, with $50 in cash, flying across the Atlantic Ocean to New York's JFK airport. Half of our luggage was stolen in the hands of hard-working Communist sympathizers. But, we were grateful to land in one piece.
In 1993, we replaced our "white cards" (Political Refugee) with Green Cards (actually pink in color). And in 1996, we filed paperwork for U.S. Citizenship. Unfortunately, the paperwork was significantly delayed, requiring assistance from our State Representative. In 1998, we repaid our loan to U.S. Sponsor and a few months later passed U.S. Citizenship tests and interviews. In 2000, we were granted U.S. Citizenship and cast our first votes.
I view this "illegal Alien Amnesty" campaign as SHAMEFUL and DISGUSTING and UNLAWFUL! I am appalled to see our elected officials pander to the Corporate and Lobby interests. I have already informed my State officials about my position. I regard this campaign as an illegal, unlawful and fiscally irresponsible act.

No, this is for illegal immigrants. If Congress signs the amnesty bill, this will be RETROACTIVE!!!! It's not likely that they'll vote it down, because they likely support it? So the author has no idea if Congress supports it or not, and they have every chance (60 Days) to vote it down. The key word in illegal immigrants is the word ILLEGAL. If a company was hiring illegal workers in the first place, why would it bother complying with the law that says how much they have to pay them?

There were peasants and there was a ruling class and very little in-between. Then the Labor Movement took off and collective negotiation claimed little things like the 40-hour work week, safe working conditions and retirement benefits. And instead of destroying America (as many claimed it would), it led to the greatest prosperity in the history of the world. But greed being what it is, eventually industrialists realized that they could have a situation that was even more profitable than slavery had been. They could farm the work out to third-world nations and cut out all those niceties that they'd been forced to give the American worker. Not only that, but with no EPA they don't have to worry about how dirty their factories are. Now they're looking to get cheap labor for those last jobs that are impractical to farm out to other nations. And surprise, economic stratification is taking off again. Inching closer to a peasantry and a ruling class again. Except that now the peasantry is complacent and fat. They don't even have the will to object to their treatment anymore. They'll just nuke another Grandma's Apple Pie and turn on the tube. Maybe the new season of American Idol is starting.

There's something you're missing though....
"Totalization agreements are common -- the U.S. has them with 20 countries. And their goal is legitimate -- to avoid double taxation when employers assign their employees to work temporarily in another country. Totalization was not designed or intended to cover millions of illegals sneaking past the U.S. Border Patrol from what is a borderline Third World country.
Workers from those 20 countries come here with employer documents verifying they are authorized to work here. Nearly all these countries are on an economic and industrial par with the U.S. And the numbers are limited. Our agreement with the U.K. covers just over 2,000 people."

That's where your Social Security taxes get levied. If they were as completely off the government radar, as you are suggesting, they would have no documentation or method to collect the theoretical SS payout -- problem solved. Either they pay into SS and get some out -- just like the rest of us. They pay into Social Security but get nothing out (the most common scenario). Or they pay nothing into Social Security and collect a payout (virtually never happens.)

Me? I'm an immigrant. Proud to be in the U.S. legally and part of the fabric of this country. And during the years of just having a work permit (around 7 years), I paid into the social security system. During that time, even though I had a valid social security number, and WAS permitted to work by the U.S. government (I had a work permit, remember), I paid hefty amounts in the social security system. In that time, I was not allowed to benefit in any way from it.
If I had left the U.S. and went back to my country of birth after those 7 years, all those thousands and thousands of social security dollars would remain in the pockets of American citizens. And I made real good money too in that time (6 figures) as a programmer/consultant.
In fact, the only way to benefit before the retirement age, is through disability, or something of that order. Other than that, you can't "benefit" from social security. It's not welfare. You get out what you put it. Bash immigrants for other reasons, but not for social security. Immigrants lose on that deal.

I live in Missouri, and for years, there have been tons of jobs being taken by illegal immigrants that I would have gladly done. Its especially hard getting started in the work force in highschool when all of the jobs that would normally be open to you are being done by illegals who will work for slave wages. In a farm community, there aren't many jobs off your own farm, and the few that are is working at the fastfood joint near the highway. When you goto the McDonald's and everyone behind the counter doesn't speak English, and the menu is in spanish instead, what are you to do? Offer to work below minimum wage and learn Spanish so you can understand what you are being told?

In fact, I've paid the MAXIMUM social security taxes for the past 25 years--my entire working career. (BTW: Steve Jobs pays NO Social Security tax. Is that fair?)
And you know what bothers me more?
The fact that any able-bodied adult can go down to the local SSI office, say "Boo Hoo! I'm depressed" and collect Social Security disability insurance.
That's the real scam. These people contribute NOTHING to our enconomy, but suck the life-blood out of it. Nuh uh - youngest guy working at Mcdonalds is about 35, and the only English he knows is "big mac" "thank you" and "ketchup?" -- he points at the register to tell you how much your food costs. Only jobs available are higher-level white-collar corporate jobs -- and having one of those as a "second job" isn't viable.
