- nougat98, on 10/12/2007, -0/+0Yes researchers at UPenn are awarded federal grants that would otherwise go to institutions in other states. There are states that don't have institutions that can garner this money - they're called "SOL".
"In 2004, close to one in five extramural NIH dollars went to only 10 of the 3,000 institutions that received grants. Five US states get almost half of all funding. What about everyone else?"
