The majority felt that it had been fundamentally changed too much the other direction by the previous administration. If Obama goes too far (he hasn't yet), the Congress or the Supreme Court can hinder him and then we can vote him out next time around. Having said that, it was intended to be a political statement against the US government intended to scare the ***** out of the general population, and carried out by a non-state entity. Any motivation for "revenge" was just a bonus for the nut. A government building with a significant civilian component was chosen specifically, children were chosen specifically.
