He is trying to raise the cost of having himself go before the committee, in the hope that they'll eventually cave to his pressure, or that the committee will look rabid and extreme by having him locked up.
He knows exactly the talking points that right-wing bloggers, pundits, and show-hosts will use if and when he's arrested, and he knows that the media coverage of this is more likely to be positive than negative for the Republican party (and probably also for himself -- if the committee buckles under popular pressure, then the proceedings might be effectively aborted).
The committee needs to call him on his bluff and compel him to testify. And _we_ need to see this as a necessary action for a country that purports to believe in and govern itself by the rule of law.
This is similar to the neo-con attitude toward privacy and surveillance: if you've got nothing to hide, then why are you worried? The courts have made clear that NO ONE, not even the president, is immune from compulsory process. Any person who scoffs at the law and who has committed an offense that is punishable by jail time should be put in jail. This includes Karl Rove.

Bush doesn't have to deal with the courts, he can get the Senate to pass laws granting him immunity : (FISA)
This is an opportunity to show that the rule of law applies to everyone, regardless of power or wealth. FISA let rich telacom companies off the hook and covered up Bush's illegal wiretapping program. Thank you for your concerned (and correct) action in helping override the Bush Veto of H.R. 6331.
There is now another issue that is extremely important for you and all members of Congress to act in a bi-partisan fashion. That is the bringing to task Karl Rove, Dick Cheney and George W. Bush for years of abuse of power, lying in order to invade a Sovereign Nation without cause and conspiring to illegally convict the Governor of Alabama of false charges.
Congressman John Conyers has within his power to allow indictments to go forward. However, he needs support. Karl Rove, as everyone has seen, is 'flipping the bird' to Congress. He and Bush are wrongly asserting that Rove has 'Executive Privilege'. The majority of Americans are shocked that Congress is allowing this to continue. We want to hear Rove testify to any question put to him, whether he answers 'yes' or 'no' or pleads the Fifth.
We, as a Nation, deserve better from people we choose to populate our government. We also deserve to be able to have any of our politicians held accountable for crimes. The current Administration has brought upon America a black cloud that will take a long time to erase. We need to start that long process by impeaching the people who are responsible. To NOT do so would be a crime in itself.

But with a couple of exceptions, Congress is as corrupt and cowardly as Mr. Turd Blossom. It is a tragic time for our country, and I wish I had not lived to see it. Shame on Congress. Shame on us, because We the People are 'the government'. When I think that my father fought a war to protect America, only to have our country turned over to a bunch of greedy spineless politicians I could just scream. When even Sen. Obama votes against our Constitution, turn out the lights, the party's way over.

The idea that these criminals will skate sickens me, and after what they did to Clinton with investigation after investigation, the years of harassment you would think that there would be a spine for justice.

hmmm, Think about it a minute. He started out in the Nixon White House (and coincidently a young Hillary Rodham sat on the Impeachment investigation committee) I assume he has been involved with every Republican administration since in one capacity or another. If Karl Rove is allowed to walk away scot-free from a Congressional subpoena then the rule of law in the land is going to be majorly destroyed. And in its place will be an aristocracy. I don't care how well connected Karl Rove may be he is not above the law. If Democrats don't arrest him then they'll have to answer the question as to why they allowed Karl Rove to ignore their subpoena. There's no middle ground here.
