Dick Cheney making that statement this week was Dick Cheney making that statement. Period. The only time I've heard liberals using that phrase is when they are pointing to reports, studies and memos by the military and Bush's own appointees saying that Iraq, et al. has been the most effective terrorist recruiting tool. One is a POTENTIALLY baseless supposition and the other is an examination of facts and expert analysis by the people who look at these things - examining what we know to be true is how you set effective policy, it's not fear mongering. Although, to your point, that does NOT preclude someone using emotional appeals to push for said policy which would be fear mongering, although, of a less offensive sort. We'd have to look one by one at each person who made such a statement.

Fear mongering (or scaremongering) is the use of fear to influence the opinions and actions of others towards some specific end. The feared object or subject is sometimes exaggerated, and the pattern of fear mongering is usually one of repetition, in order to continuously reinforce the intended effects of this tactic, sometimes in the form of a vicious circle.
Obama didn't have to do much convincing to state the obvious. Fear Mongering is what Dick mastered, telling us we will be attacked because of differing policies and re-iterating it over and over and over. "Unless we stay the course"

Why do we have to depend on John Stewart to ask pertinent questions? "News" is dead. It's merely entertainment and a platform to push products for advertisers. Just like newspapers, you are not the customer- the advertisers are the customer.
Cheney is worried because he knows if they dismantle the Bush policies and we don't get attacked, it is more fuel for the fire to string his ass up with the rest of the administration. I can't believe he had the gall to say they accomplished most of what they "planned" to accomplish in Iraq. THERE WAS NO PLAN other than to get a foot in the door to grab oil and they didn't get it! E.G. their "plan" failed 100%
