What Ghouliani described is the complete opposite of freedom.
Total freedom is not anarchy. Only those who don't bother thinking on their own would ever say it is.
Freedom means: you can do whatever you want, whereever you want, however you want, with whomever you want, provided your doing so does not harm others or limit those same freedoms of others.
It's really simple.
Once you "cede to authority" you give up your freedom and you become a subject of dictatorship.
