Why didn't he? Was his hand forced by pro-war forces within the government? I am not a Lincoln historian... any illumination from the learned folks here?

Just buy off the slaves! But he didn't, because slaves weren't his priority. Just like Ron Paul said when they all made fun of him. There is a lot more to the Iraq war than terrorism, as there was a lot more to the civil war than freeing the slaves. You may even argue that these were not even primary motives for either. But the sheep always want to stay in La La land and believe in magical stories that make them happy.

Also, where did you manage to pull out of my statement that I thought the Civil War was 'about slavery'? Lincoln put the military into action to maintain the Union. From the Southern point of view, yes, it was about slavery.

Also, the slave states weren't required to end slavery immediately and had 20 years to do so... under that proposal. The act of keeping other human beings as slaves is despicable and needed to be ended immediately. Ron Paul claimed that slaves should be governed under "property rights", which is absolutely mind-boggling how he could refer to other human beings as "property". Though, it doesn't come as much as of a surprise give the kind of crap he allowed to be published under his name for 20 years.
