Digg doesn't do a recursive search through the links on the page you submit.
If you change the search to look at stories NOT on the front page, you'll notice that there are a lot more than 10 submissions for the identical video.

The ad is not relevant because Dr. Paul has written himself out of the real race by not being willing to entertain a third party run.
The 11th posting of the same ad on Digg is even less relevant than an ad for a campaign that is all but over now. Which is why I buried it.
