It's one thing for the states to have a sub base in British Columbia (where I'm from), but it's another to have it in Saudi Arabia, inflaming the tensions to all muslims in the area.
Get out of Korea, Germany, South America, the Middle-east. If you have to have bases, use Hawaii & Alaska as your Western shield, us Canadians got your back to the north. Have an active Atlantic fleet and you've got nothing to ever worry about if it was to come to a standard military attack.
