Don't get me wrong people should wear seat belts, for their own safety... It's just a good idea... but the chances that they will injure someone other than themselves, for not doing so, are so rare it's virtually impossible. Although it has happened, I'll give them that.
That doesn't give the police and government the right to threaten and scare people into wearing seatbelts by wasting our policemen's time, and filling TV commercial time, full of ads threatening viewers with futile threats... -_-

The law isn't just to protect the individuals who choose not to wear their seatbelt, it is also designed to lower costs for government aid and insurance in wrecks. If everyone wore their seatbelt it would save taxpayers a lot of dough. In theory it also helps lift the burden from hospital ER rooms and ambulance services.
However, if Bush wants to drive on his ranch w/ out a seatbelt who cares? Same thing applies. This should really read, "President Bush shown driving without seatbelt on private property". It's not illegal, and it's not dangerous to drive without a seatbelt on your private property when you're slowly showing a colleague around. "Click it or Ticket" applies to people driving eighty miles an hour on the freeway without a seatbelt. Not to people taking friends around your ranch.

My dad has a friend who fell asleep at the wheel. The car drove off the road, hit a bump, and threw his friend out a window before rolling over a cliff. Had he been wearing his seat belt, he wouldn't have been thrown out of the car, and he would have died.
