In this year's supreme court ruling, one case was about an old law, in which average citizens could sue the Federal Government if they felt a program infringed on separation of church and state.
The new conservative court's decision was typical: "Respect previous rulings" but basically overturn the law they don't like.
In this case, they ruled that although the law is still in effect, the president's faith based initiatives are immune because they aren't a specific budget item enacted by congress. they are paid for by the general budget of the office of the president.
So in effect, in conservative america if the federal government mailed everyone a cross and a bible, that would only be unconstitutional if congress paid for it... but if congress simply increased the president's budget, and he paid it... that would be fine.

Bush is trying to recreate the halcyon days of Reagonomics, where cutting taxes to almost nothing while spending trillions of dollars somehow balanced out. Trouble is that Bush can't seem to figure out how to inflate the economy so people actually think that spending infinitely more than you take in in taxes is feasible.
