- kemp34, on 11/03/2009, -0/+157The cops who make these despicable decisions should have to pay the resulting settlements rather than forcing taxpayers to pay for the sick lapses of judgment by wayward compliance officers (formerly known as peace officers).
- pwarnock, on 11/03/2009, -4/+141"We do not torture."
- urbanetruth, on 11/03/2009, -2/+123It's incredible that a tool that was supposed to REDUCE police violence has only led to MORE. And the eagerness with which some law enforcement carry out violent acts is truly disturbing.
- thephosphorbox, on 11/03/2009, -0/+89Wait a sec...
"WCCO spoke to a Minneapolis police spokesperson who said Chief Tim Dolan hasn't reviewed the tape and won't comment on legal matters. "
There's a ***** lawsuit being filed and the police chief hasn't even bothered to review the TAPE?! Something is definitely not right in Minneapolis. - thejenigma, on 11/03/2009, -1/+77The police officer needs to be fired, fined and tased.
- omgwtflawl, on 11/03/2009, -1/+65I'm sure the department will review this tape and dispense the maximum punishment: 2-week paid vacation.
I wonder what I would get if I crept up behind a cop and tased him? - akseitz, on 11/03/2009, -1/+62There have been far too many stories just like this one in recent memory. At what point are they going to learn from their mistakes? Tasers were a a great idea in theory... something to subdue a dangerous person without pulling a gun. In practice, however, they've been used far too often and without regard for potential consequences.
- nomadxx7, on 11/03/2009, -1/+56What happens when after tasering a person the gloves drop and the guy kills the officer when he regains consciousness/muscle control? Is it assaulting an officer? self-defense? or possibly a likely result when police officers escalate a situation? I'm sorry but the use of Tasers gets my blood boiling. I'll gladly go to jail for assaulting an officer if it makes the rest of the force sit up and realize that as an officer you're not using a Taser to force your will on other people. It's a "non-gun" gun for taking down dangerous criminals. Not a cattle prod to get people to do your bidding just because you're having a power trip.
- MindTrigger, on 11/03/2009, -0/+44These devices have always been a slippery slope. How quickly they went from an alternative to lethal force, to a compliance device or cattle prod for humans. It seriously blows my mind that we live in a day and age where the public generally accepts the fact that people are shocked into compliance by our police officers for as little as having a 'bad attitude' during a routine traffic stop.
- vtnerd, on 11/03/2009, -17/+59Only $75k? He should be suing for millions. Bankrupt the police force and the city - it's the only way to send the message that you cannot have these kinds of officers on the force.
- pgriffinmonmout, on 11/03/2009, -1/+39All squad car cameras should be public footage - accessible anytime for any reason. If cops knew that their daily activity could be reviewed by any taxpayer, I'm sure we would see a much improved and professional police force.
- wassamatta, on 11/03/2009, -1/+37Cops arrest people just for 'talking back' or asking questions. They don't want to explain themselves. The say "shut up, don't talk. If you talk, I can arrest you (or tase you) for disobeying an officer."
- scottpigeon, on 11/03/2009, -1/+36You have a better chance of being a victim of police brutality than you do of terrorism. Sad world we live in.
- acidtonic, on 11/03/2009, -1/+33A funeral.
- wigren, on 11/03/2009, -0/+30Or he's just saying he didn't see it. The time stamp says April, meaning he probably knew about it then and now has to answer for why nothing has been done about it for 7 months.
- pxmm, on 11/03/2009, -0/+29Which is exactly what all sensible people voiced concerns about when these things were invented... but
"Shut up whiny liberal! Stop complaining! There is TERRORISM!" they said,
"If you haven't done anything wrong you've got nothing to worry about!" they said... - roadk111, on 11/03/2009, -0/+28Illegal Arrest: KNOW YOUR RIGHTS
“An illegal arrest is an assault and battery. The person so attempted to be restrained of his liberty has the same right to use force in defending himself as he would in repelling any other assault and battery.” (State v. Robinson, 145 ME. 77, 72 ATL. 260).
You don’t have to run when resisting an illegal arrest:
“When a person, being without fault, is in a place where he has a right
to be, is violently assaulted, he may, without retreating, repel by
force, and if, in the reasonable exercise of his right of self defense,
his assailant is killed, he is justified.” (Runyan v. State, 57 Ind. 80;
Miller v. State, 74 Ind. 1).
If you see someone being arrested illegally, you have the right to:
“One may come to the aid of another being unlawfully arrested, just as he may where one is being assaulted, molested, raped or kidnapped. Thus it is not an offense to liberate one from the unlawful custody of an officer, even though he may have submitted to such custody, without resistance.” (Adams v. State, 121 Ga. 16, 48 S.E. 910).
Up to the point of:
“Citizens may resist unlawful arrest to the point of taking an arresting officer’s life if necessary.” Plummer v. State, 136 Ind. 306. This premise was upheld by the Supreme Court of the United States in the case: John Bad Elk v. U.S., 177 U.S. 529.
THE POLICED STATE DOESN’T WANT YOU TO KNOW THESE CASES~
Here is a great youtube video on this subject. http://www.youtube.com/watch?v=bL0CCphgmZ8 - Denex, on 11/03/2009, -7/+35Yeah, bankrupt the city! I totally can't see any possible negative repercussions of that!
- nomadxx7, on 11/03/2009, -1/+28I have another idea:
What about instead of an apology by the officer, paid leave while it's being investigated and the restitution coming out of the taxpayers pockets we just allow a re-enactment of the video in question. Merely place the officer in the position of the motorist and have the motorist tase the cop in the same fashion as is depicted in the video....
Guy jumps turnstile for smoking a J and get sodomized by a police officer: reverse rolls and see how wlel the cop likes it
Mother being tased in front of her small children: tase the officer in front of his children
Police officers shoot terrified 5 lb puppy: Go to their house, handcuff them to a chair and shoot their companion dog
Smashing deaf man's face off cop car because he wasn't following instructions: Bounce cops face off motorist vehicle
Police officer punching a 75 year old woman in her car: Have a MMA fighter do the same to him
Police officer tased mother/father at a child's birthday party: Walk in on his son's/daughter's party and do the same
It seems to me that "eye for an eye" would work pretty well in these scenarios. I'd condone the violence in that once you basically subject the officer to the way he's treating others you will most likely see a light bulb go off in his head when he's in the field. Maybe he'll think to himself, "would I like this done to me if I was in that situation? WILL this happen to me if it's found I used excessive force?" People may say it would make an officer hesitate and in situations you can't have that happen. I say that if a cop is so willing to disregard judgement and make on-the-fly decisions he should be willing to live with those decisions and willing to subject himself to similar consequences if he can't take the basic path of being human towards other humans. - vtnerd, on 11/03/2009, -8/+34Stop electing people that hire douche bags then.
- ApokalypseNow, on 11/03/2009, -0/+24Garbage men have a higher on-the-job mortality rate than police, but we don't call them heroes.
- stevets, on 11/03/2009, -0/+21The Taser was originally supposed to be an alternative to using lethal force. Now it seems it's become an alternative to what used to be good old fashioned elbow grease and police work.
- acidtonic, on 11/03/2009, -1/+22Same here man. Diggs for you.
As a non-violent law abiding citizen working full time paying all taxes and harming no one I shouldnt fear the cops as much as I do.
Hanging around them is bad news and they WILL find something to get you with. Being successful for my age I have a few nice toys and I get harassed non stop for driving a very powerful sports car even just sitting at stoplights.
Whip U-Turns to follow me when I'm just cruising at the speed limit down the street. Trying to search the car because I'm young and "obviously cant afford something that nice" so I have to be selling drugs for sure.
***** the police. Spoken by someone with a totally clean record never been arrested never really done anything wrong. I cant imagine what they are like when you ARE a bad person. ***** they treat the good people bad enough. - jefree, on 11/03/2009, -5/+26Unfortunately Police are a Necessary Evil, because without them you'd just have lawless gangs enforcing their power, but they need to be strictly controlled and punished when necessary. For each case like this I become aware of I believe there must be 10 plus more that the police get away with. It's street justice sometimes and other time just misplaced pride and annoyance. You can assume the police are justified, especially if you were in their position, but they are supposed to be paid neutral enforcers of the Law and not supposed to be corrupt, power-high vigilantes. I've learned not to trust police. To interact with them as little as possible. I Instruct my children to be wary of them. I will not talk to a police officer as a witness unless I know what the real story is or unless forced to. I will vote down any money increases to police and any laws that give police more power. I assume police are bad people. That's what these incidents and my own personal observations have taught me.
- aolley, on 11/03/2009, -1/+22good
- KeithLM, on 11/03/2009, -0/+20The cops aren't using tasers for self defense, they are using them to punish people for not cooperating in the way the police think they should. It's sickening, and these cops need to be punished. But if the police department tries to do anything the union will always be there to defend the corrupt cops.
- Averness, on 11/03/2009, -0/+20Most of us reached that conclusion a few years ago. It's only gotten worse since then. Now they are using sonic cannons and microwave pain guns.
- Opiate, on 11/03/2009, -2/+21Surgeon General Warning: Fascism can be harmful to your health and possibly lead to death.
- Lucas123, on 11/03/2009, -0/+19I'd love to read the story, unfortunately the Newcastle Brown Ale ad keeps overriding it and the "close out" icon won't work. Needless to say, something need to be done about police brutality - there's far too much of it out there.
- urbanetruth, on 11/03/2009, -1/+20Even $75k should provide an economic incentive for local governments to stop using Tasers. But more $$$, would certainly provide a bigger incentive.
- scottpigeon, on 11/03/2009, -0/+18Patriot Act our public officials. See how they like it.
- AaronS2000, on 11/03/2009, -3/+21Take away the toys so these sadists can't find a job for their activities. WTF

http://www.wcco.com/video/?id=69634@wcco.dayport.c ... - demonicume, on 11/03/2009, -1/+17your attempt to justify this is ridiculous. If having your hands on the hood of the squad car represented a threat, the cops wouldn't as you to do it in the first place. The didn't look all that defensive either. There's nothing a could have have said to justify that. nothing.
weapons of last resort to avoid needless death. Quit enabling these *****.
or we'll just wait and it'll be you or your partner getting electrocuted in the middle of the street. - iancgi, on 11/03/2009, -2/+18they are training our peace officers that we are all criminals
- vinod1978, on 11/03/2009, -0/+15Unfortunately it's the only way to change the policy. Do you know of a better way? If so - do tell!
- edrift101, on 11/03/2009, -0/+15What was the officers name and badge number? I'm not seeing it in the article and I don't think they mentioned it during the video...
- detlefsj, on 11/03/2009, -1/+15The police is a lawless gangs enforcing their power. They just have a nice uniforms and are better armed
- haikuFU, on 11/03/2009, -0/+13You bring up an interesting point. If the cop is committing a crime against you, which can cause bodily harm (which a taser can, people die from it), then you have the right to defend yourself with lethal force.
You are certainly going to be in for an epic legal battle to avoid prison, but my lawyer buddy and I discussed this awhile back and he says it's a winnable case. - ck53, on 11/03/2009, -0/+12That's a really good point. Do they have to use the Department formally know as Peace, or can he sue the individual as well? If he sues the individual (and would get less money) is he no longer able to sue the department (double dipping)?
- ronh, on 11/03/2009, -1/+13I don't think the device is really the problem here. The problem is over aggressive police, hell give a cop a broom stick and he will figure out some way to use it violent and totally unnecessary manner.
- ole1kanobe, on 11/03/2009, -0/+12Worse than a kid that just got a new toy, can't wait to use it and will use any reasoning to do so.
- Averness, on 11/03/2009, -0/+12Enjoy paying your fair share of that cop's bill then, and go to a townhall meeting to complain.
- DarthVolta, on 11/03/2009, -2/+14Right, because it's that simple!
- AaronS2000, on 11/03/2009, -1/+12His hands were on the car and the cop tased him to the ground. In what way was this citizen not cooperating that would require the cop to use any of his weapons ? IN THE NECK ??!?! It doesn't matter what the citizen did before, he was cooperating fully at the moment of police brutality.
apologist - user500, on 11/03/2009, -0/+11"We do not torture, we have contractors for that."
- thegreenspanput, on 11/03/2009, -4/+15***** the police
- vinod1978, on 11/03/2009, -0/+11Not a bad idea. Except for the privacy concerns for the people that they are pulling over. I'm sure the technology exists to automatically block the faces out of the people that are being arrested. But if they do that - I'm all for it.
- kemp34, on 11/03/2009, -1/+12I think think it's jacked up that taxpayers have to pay for the transgressions of people they are already paying who are abusing their taxpayer-funded role.
- localzuk, on 11/03/2009, -0/+11Regardless of the person's actions a few seconds before, if he was not doing those things at that moment, and was not resisting, then there are no grounds for tasering. Tasering is supposed to be used to subdue in place of lethal stopping power. You wouldn't shoot the man with a gun if he was in the position he was in, so you shouldn't taser him.
