What's really no surprise is how you've even adopted the very language of certain public figures like Bill O'Reilly and Rush Limbaugh. If I had a nickel for every diatribe by them that followed the general outline of:

The Pentagon must move money around from other areas to continue to fund troop activities, and in doing so, can stretch things out until June. This is their equivalent to what you and I would do on a personal level (money's short so we cut back on some things, shuffle payments, etc. to make sure certain bills get paid first).
