If we had a legal immigration system that allowed workers in within reasonable limits (we don't have that now) it would be much easier to distinguish criminal from worker.
The opponents of legal immigration are standing in the way of an orderly system that takes the wind out of the black market's sails. Then they rail against the illegalities, which I find hypocritical.
