This is good news, it means there may be something there. I was unconvinced before but, this is a possible indication that someone is taking deliberate action to stop the recount. the action of freezing the account is deliberate. It is a desperate move since this is hardly final, any half decent lawyer can get the Secretary of State to go on with it once the accounts are released.
It may a play for time to get the fake substitute ballots filled out in a way that matches the machine count. But people are watching. It is easy to get caught.

It doesn't explain why they would freeze the whole account, instead of just the one transaction. Now its been unfrozen, except for this one transaction like it should have in the first place.

Then after it left, another donation came in which PayPal flagged as suspicious (must have been the arabic sounding name or s) and then they froze the whole account. The red flag was not on the amount collected or the payment.
